On a quadrajet, you want the choke to close fully, but softly on a cold engine when the outside temperature is aruond 70 degrees. Then, if the coil is working correctly, it will fully open as the engine warms. "Almost closed" won't do the job at 70 degrees, and definitely won't work below 70 degrees.
